Founders of the Communist Party of Albania

During the days when talks were taking place on the formation of the party, Dushan [Mugosha] and Miladin [Popovic] suggested the demonstration of October 28, 1941. They proposed that the work should begin with “sabotage, diversions and the liquidation of policemen and spies”, etc. Terror was seen as a tool linked to the essence of the existence of the Communist Party.
In the second half of October 1941, the two Yugoslavs held intensive meetings with the Albanian communists, with the three well-known groups and the party of Andrea Zis. The latter was left out of the process because it said that they were a party and the others should come to them. The meeting of the groups was decided to take place on November 8, 1941. The owner of the house (rented) where the meeting was to take place, Xhemal Haxhicani, a clerk, belonged to the Shkodra group (his son was sentenced by the communists after the war and died in Burrel prison).
The founding meeting of the Albanian Communist Party took place on November 8-14, 1941.
The resolution, which was the political platform and appeal to the people, was written by Miladin Popovic.
It was agreed that participants in the meeting would be six members from each group. However, two groups did not show up in full on the first day. Thus, the only group with full membership was that of Korça. So, 15 people founded the AKP. The composition (referring to the notes from the meeting minutes) of the delegates was this:
Korça Communist Group:

Communist Youth Group:

Communist Group of Shkodra:
1. Qemal Stafa
2. Vasil Shanto
3. Kristo Themelko
4. Tuk Jakova
5. (Sadik Bekteshi, was not there the first day)
6. (Fadil Hoxha, was not there the first day)
Out of 15 people, 9 had problems, were considered enemies: Koço Tashko, Koçi Xoxe, Anastas Lula, Sadik Premte and Tuk Jakova. Koçi Xoxe and Anastas Lula were sentenced to death. Sotir Vullkani, Ramadan Çitaku, Kristo Themelko were sentenced to imprisonment in the party. Elhami Nimani was not appreciated. So, in the majority, the founders did not turn out to be good men.
The meeting did not elect a party leader, but a temporary committee of seven people, with Enver Hoxha in charge of finances. The party initially spread to 8 out of 10 districts. Miladin organized the party, while Dushan organized its military side.
