The recount of all polling stations in the extraordinary elections is completed

The Central Election Commission announces that the process of recounting the ballots of 2,557 polling stations, in which the voting process took place on December 28, 2025, has been completed at the Counting and Results Center.
According to the first decision of the CEC, on January 13, 2026, in 10 municipalities it was planned to recount 100% of the polling stations (Dragash, Kaçanik, Leposaviq, Prizren, Skenderaj, Shtime, Ferizaj, Vushtrri, Mamusha and Ranillug), while in the other 28 municipalities, only 10% of the polling stations (Deçan, Gjakova, Gllogoc, Gjilan, Istog, Klina, Fushë Kosovë, Kamenica, South Mitrovica, Lipjan, Novo Brdo, Obiliq, Rahovec, Peja, Podujevo, Pristina, Shtërpcë, Suhareka, Viti, Zubin Potok, Zvecan, Malisheva, Junik, Hani i Elezit, Gracanica, Partesh, Kllokot and North Mitrovica).

After the second decision of the CEC, on January 19, 2026, other polling stations in these municipalities were also included in the recount process.
We recall that the CEC made these recount decisions in order to guarantee the accuracy of the election results and to ensure that the will of the citizens of the Republic of Kosovo is recorded and reflected accurately, as expressed by them on the ballots.
Otherwise, since the elections were held on December 28, 2025, law enforcement authorities have interviewed hundreds of people, detained dozens of others, and continued investigations under suspicion of vote manipulation of candidates for deputies in several municipalities in the country.
As a result of these suspicions, the Central Election Commission (CEC) decided to conduct a full recount of votes for candidates in all municipalities of Kosovo, while votes for political entities were not included in this process and remained unchanged.
Despite irregularities and vote theft within political parties, the distribution of parliamentary mandates among political entities has remained the same, with no changes in the overall composition of the Assembly.
The concrete consequences of these manipulations have only resulted in the removal from the Parliament of the Turkish community MP, Fikrim Damka, whose seat has been replaced by his party colleague, Ergul Mazrek.
According to the investigations, vote manipulation is suspected to have been carried out in two main forms: through adding votes directly to the system by the counters, in cases where citizens voted for fewer than 10 candidates, as well as through the transfer of votes from one candidate to another within the same political party.
These irregularities have led to the launch of investigations in several municipalities, where a number of commissioners and observers have ended up in detention, while the prosecution has not yet invited for interviews the deputies whose names stood out with large vote differences, although the possibility that they too will be included in the ongoing investigative procedures has not been ruled out.Telegrafi/
