IMC publishes media monitoring report during the campaign for early elections for the Assembly of Kosovo

The Independent Media Commission (IMC) has concluded the monitoring process of audiovisual media service providers (AVSPs) that covered the 2025 Early Elections campaign.
According to the press release, it is announced that the monitoring aimed to assess the performance of OSHMAs in accordance with Chapter VIII "Media during the election campaign" of Law No. 08/L-228 on General Elections and Regulation IPM-2024/03 on the Obligations of Media Service Providers during the Election Campaign.
"The extraordinary parliamentary elections were held on December 28, 2025, while the election campaign lasted from December 17 to 28, 2025 (07:00), before the opening of the polling stations. 24 certified political entities (SCP) participated in the elections, of which 19 political parties, 2 coalitions, 2 civic initiatives and 1 independent candidate."
As stated in the report: "The Executive Office of the IMC, prior to the start of the campaign, drafted the Action Plan for the 2025 Extraordinary Parliamentary Elections in the Republic of Kosovo, which defined the activities of the Executive Office of the IMC in accordance with the legal mandate set out in Law No. 04/L-44 on the IMC, Law No. 08/L-228 on General Elections and Regulation IMC-2024/03 on the obligations of media service providers during the election campaign."
The report explains that the period before the campaign included IMC activities for communication and awareness-raising of licensees, with the aim of informing them about their obligations during the electoral process.
"During this time, the IMC organized two meetings with licensees to discuss the electoral process, namely the obligations of the media under Law No. 08/L-228 and the IMC's bylaws, including in particular the new IMC Regulation 2024/03, regarding the obligations of media service providers during the campaign.
During the election campaign and until the closing of the polling stations, the IMC monitored and assessed the compliance of licensees with the legislation in force and identified possible violations. Due to the lack of a quorum of the IMC Commission, no decision was taken on the violations found by the Executive Office. The post-election period focused on the preparation of the preliminary and summary reports, reflecting the actions of the IMC and the findings of the monitoring of licensees during the campaign.
The report further states that in general, the OSHMAs involved in the monitoring provided space and mainly covered the election activities of the political entities LVV, PDK, LDK and AAK.
"Meanwhile, other certified entities were not offered the same opportunity for "free" space during the campaign, for which the IMC Executive Office has notified the OSHMA and instructed them to act in accordance with Regulation IMC-2024/03. During the monitoring period, the most common violations found included: failure to properly identify political advertising, inclusion and use of children in political spots, sponsorship of political shows, split-screen advertising, product placement in current affairs shows and violation of electoral silence," the IMC report states. /Telegrafi/
