The ruling of the Constitutional Court of the Republic of Kosovo on the formation of the Association of municipalities with a Serbian majority in Kosovo has also been discussed by Miroslav Lajcak, the special envoy of the European Union for the dialogue between Kosovo and Serbia.

Lajcak asserts that the Association should be founded and that the government’s legal act should take into account the judgment of this court and claims to nearly know the Constitutional Court of Kosovo’s ruling by heart.

Thus, he said, “I think the conclusions are clear, the ruling indicates that it should be established, and the Association Act and the legal act of the government should take into consideration the findings of the Court, I think that the instruction is quite clear.”

According to the EU representative, they do not wish to compel Kosovo to accept anything.

“I think that Kosovo is a multi-ethnic country, we are talking about the Association, I do not think that there is a single mono-ethnic municipality, there are Albanians living in the north of Kosovo, we want to apply European models, we do not want to force Kosovo to accept anything that would be against its functionality and against its legal system, why will we do this,” said Lajcak on RTK.
