An industrial building and a fuel tanker at the Bazan oil refinery in the northern city of Haifa were hit by debris from a captured rocket, the Israel Fire and Rescue Service says.
It is not immediately clear whether the missile was fired by Iran or by members of the Iranian-backed Hezbollah in Lebanon.
No casualties are reported.
The fire service says a direct hit was identified on a tanker parked inside the factory premises, causing thick smoke to billow from the roof of a nearby structure.
Firefighters are currently working to prevent the fire from spreading to other areas, while also searching for trapped individuals.
Energy Minister Eli Cohen says there was no damage to production facilities and that fuel supplies will not be affected.
A firefighter said the tanker that was hit is on the outskirts of the country and contains benzene, which is not dangerous.
He says it will take several hours to put out the fire caused by the attack.

According to sources, the meeting focused on the war against Iran and efforts to stop Iranian weapons production.
This comes a day after IDF spokeswoman Effie Defrin said Israel is "several days" away from completing a campaign targeting all of Iran's "critical" military production industries assets.
