Xholev: Lack of staff and finances are the main obstacles to improving the situation in the justice system

The President of the Association of Judges, Ivan Dzolev, said that the judiciary cannot be efficient without sufficient support and resources. In a statement to the media after the opening of the conference “Strengthening Judicial Independence and Accountability through Greater Efficiency of Procedures”, he emphasized that the lack of staff and finances are the main obstacles to improving the situation in the justice system.

"Efficiency is currently a problem, but not that big. Efficiency is generated by several other structures. The lack of judges, judicial services and financial independence creates problems in terms of personnel solutions. Every year we have an increasing number of cases and a decreasing number of court clerks and judges. If we want an efficient judiciary, we need to invest in it, make capital investments, create new jobs, digitalize the judiciary, etc.," Xholev emphasized.

He added that the judiciary should be actively involved in reform processes.


"The Judges' Association, which has more than 300 members, is the largest group for exchanging ideas in this sector, so it should not be ignored, on the contrary, I believe we should be actively involved in these reforms," ​​he said.

Xholev also spoke about budgetary support for the judiciary, recalling that the 0.8 percent guaranteed by law from the RMV Budget, which should be allocated to the judiciary, has never been provided so far.

"We reached 0.38 percent as the maximum amount of the budget allocated to the judiciary," said Xholev./Telegraph/
