Wisner: The arrival of Donald Trump could explore the division of Kosovo

Frank Wisner, the former American envoy who mediated the Pristina-Belgrade talks before Kosovo's independence, has spoken about the prospect of whether Kamala Harris or Donald Trump comes to power. 

Wisner has stated that he does not expect any significant movement from the Democratic Party candidate in the presidential race for the White House, Kamala Harris, in the context of disputes with Serbia.

"I assume the Harris administration would pursue less ambitious goals. It would try to bring Kosovo and Serbia to a table, together with the Europeans, but it would aim for smaller advances - in economy, trade, culture, movement of people... So, in things that start to lower the temperature between the two countries", said Wisner about Radio Free Europe.


However, the former diplomat did not rule out the possibility that the former American president, Donald Trump, who aims for another term at the head of the United States (USA), will explore the division of Kosovo as a quick solution to the conflict, until he mentioned the previous proposal for the exchange of territories between Kosovo and Serbia.

"If he sees any agreement with [Serbian President Aleksandar] Vucic that suits him, he will not wait for Kosovo to obey. He will be transactional, looking for a deal, looking for a breakthrough, looking for something that makes him look good. Kosovo must be agile, make sure it has strong support from the Europeans, but its journey may be difficult", says Wisner.

Wisner recalls that an agreement on the exchange of territories between Kosovo and Serbia, along ethnic lines, has been discussed in 2020, during Trump's first presidential term.

Otherwise, the presidential elections come at a time when Washington has increased its efforts to ease tensions in the Western Balkans, especially between Kosovo and Serbia.

And, although analysts do not expect the American policy towards the region to change radically, the leaders in Kosovo and Serbia have shown their preferences.
