The session on the constitution of the Kosovo Assembly is expected to continue today at 12:00. Today's session is a continuation of Tuesday's session, where the report on the verification of the mandates of deputies failed to be voted on.

After the failure of the session on Tuesday, the Speaker of the Kosovo Assembly, Avni Dehari, wrote a letter to President Vjosa Osmani, informing her of the developments that occurred in the session and asking for suggestions on how to proceed, Telegrafi reports.

And, after the letter, the president cited the Constitutional Court Judgment in Case No. K072/20, which states that constitutional structures should be interpreted in a way that "enlivens and does not block" the functioning of the powers that emerged from the vote of the citizens.


Since Tuesday, clashes between the political entity Vetevendosje Movement, which emerged as the first party in the February 9 elections, and other entities PDK, AAK, and LDK, have continued, with demands for the resignation and removal of the acting Prime Minister, Albin Kurti, and his cabinet from the Government.

But what is expected to happen today in the Kosovo Assembly?

Telegrafi has asked the political entities LVV, PDK, LDK and AAK what their stance will be in the session, but they have not yet responded.

It is worth noting that on Tuesday, MPs from the Democratic Party of Kosovo (PDK), the Democratic League of Kosovo (LDK) and the Alliance for the Future of Kosovo (AAK) voted against the report, saying that the members of the Government, who were elected MPs, should have officially resigned earlier, so that they could be sworn in as MPs of the new parliamentary composition.

The Vetëvendosje Movement (LVV) has repeatedly said that the executive is resigning since the end of its four-year mandate on March 23.

This situation is considered unprecedented in Kosovo's parliamentary history.

Former Constitutional Court judge and one of the drafters of the Constitution of Kosovo, Kadri Kryeziu, in a statement to Telegrafi, commented on this institutional impasse and clarified possible further steps.

"Conceptually, the preparations were for the session to fail - both from the opposition and from the party in office that has the most votes. The party that has the majority also has the greatest responsibility, and it had to communicate to enable the constitution of the Assembly," said Kryeziu.

According to him, based on Article 12, point 5 of the Rules of Procedure of the Assembly, the session should not be permanently interrupted, but should continue within 48 hours.

He added that the deputies are not yet legitimate, because only the oath before the Assembly makes them so. According to Kryeziu, the current situation is simply procedural and technical. /Telegraph/
