The scandal at Oncology was previously warned by the HSC and WHO, but no attention was paid to it until it was published in the media.
This is what doctor Ilir Alimehmeti said in "Our Day", according to which the level of citizens' spending on health in our country is at a catastrophic level.
"When the HSC and WHO say it, we don't pay attention to it. Didn't the WHO say that 60% of health expenses come out of citizens' pockets? Over 15% is considered extremely high, over 29% leads to the catastrophic collapse of a family. When the WHO says it, we don't pay attention to it. This problem has always been there, as the failure of free healthcare clearly demonstrated. We always had an out-of-pocket payment, but we have an upward trajectory. 60% is the highest European level on the catastrophic scale. On the other hand, the budget for health is 2.78%, the lowest in Europe".
Referring to the HSC report, doctor Alimehmeti emphasized that hundreds of women do not receive chemotherapy treatment, while the medications arrive late. According to him, Albania has the highest cancer mortality in Europe.
"KLSH in the annual report in August said; 600 women do not receive chemotherapy medication, 200 do not have ortho voltage apparatus, among the 13 medications they investigated, they arrive late by 12-34 days, when it arrives late, the treatment scheme is not implemented. And we have the highest cancer mortality rate in Europe. All have been in the official report and the minister has had a high case in hand since she was appointed in September. KLSH has given tasks and recommendations for which you must act. The law punishes you for actions and non-actions and after 9 months we hear the same story".
Asked how the measures announced the day before by the government after the Oncology scandal will affect, Alimehmeti stressed that the law was ready but an incident was expected to happen because you cannot make a law in two days
"There is no chance that a law could be made in two days, this law was ready, but an incident was expected to happen. That in January they came out and said that doctors can work in the afternoon at QSUT in private. The question is where will they work in the afternoon in private or public? Here it is only a matter of lek. If you put it back in the afternoon, this doctor does two jobs. The principle should be decent work, decent pay. In the competition between the public and the private, the private will always win. If I put such a question mark in front of them, we will have a departure from the state system. Private prices will increase. An emergency is told to come after a month, it is medical negligence, it is criminally punishable".
Alimehmeti suggested increasing the salaries of doctors, and for this reason, the surveys of the doctors asked, which they also gave to the Ministry of Health, were rejected.
"Doctors' salary is not even for the family unit. Newly graduated doctors are a little less than 2 million old lek, general doctors with little experience ask for 1 million and 100 old lek, specialists 1.5 million old lek, remember that we have 61% of specialists with zero payments and specialist doctors 3.2 million old ALL. If you offer something to those who agree, you also have the right to ask. Support doctors and they will strengthen the health system. Empower doctors that it's about people and done by other people. Human resources are the first in the health system".
The public health system has never been a priority, said Doctor Alimehmeti, but the problem also lies in centralization. /Telegraph/
