Telegram of horror: Serbs in Dibër burn women and children alive

On October 4, 1913, Aqif Pasha Elbasani, Lef Tasi (should be Lef Nosi) and Gregor Silka send a telegram. From Elbasan, the telegram is sent to Aubrey Herbert in London, from whom help is requested after the massacres committed by the Serbs in the region of Gostivar and Dibra. Here are described the horrors that this population suffered at the hands of the Serbs. The text of the telegram is as follows:

"Dibra has fallen into the hands of the Serbs again. The Dibrans, seeing the massacres and burning alive of the women and children of 200 families in Reqan of Gostivar and the extermination of the entire population of Sbinya [?], Raven, Vertok, etc., fled before the large Serbian army and with they only took the clothes of the body. They left their homes and property behind [...]

The rich have run out of money and are also suffering for bread on the streets of Elbasan. We are doing all we can, but we cannot help thousands of refugees to stop their suffering before winter begins.


Can anything be done to save homes and property and meet the needs and notify the general English public to help the refugees and diplomatically help the afflicted to return as quickly and safely to their homes as possible?
