How much money the Kosovo Security Force will have for 2026 is still unknown because there is no approved budget for this year. The Draft Law on the 2026 Budget that was approved by the Government of Kosovo on 31.10.2025 was not reviewed at all in the Assembly of Kosovo by the ninth legislature.

However, it is known that 202.8 million euros were allocated for the army in the 2025 budget. Acting Minister of Defense, Ejup Maqedonci, at a press conference on 27.11.2025, said that a figure of 430 million euros had been reached for the purchase of weapons systems, although he did not specify the time period over which these funds were spent.


Although these figures are public, the Government of Kosovo keeps secret the amount of funds collected in the Security Fund, which was established on 01.03.2022.

The decision to establish this Fund states that the funds will be budgeted to the Ministry of Defense as a supplementary budget and will be used to support the Government's priorities, including the field of defense and state security, security infrastructure, natural disaster management or similar.

Article 120 of the Constitution of the Republic of Kosovo states that public expenditures and the collection of public revenues must be based on the principles of accountability, effectiveness, efficiency and transparency.

Although the Constitution itself requires accountability and transparency, the Security Fund has never been made public. The Ministry of Finance, Labor and Transfers has not responded to KALLXO.com's questions regarding the funds collected and their allocation.

In the Debate that took place during the campaign for the early elections of December 28, 2025, speaking about the Defense sector, candidates for MPs, Ahmet Isufi from the Alliance for the Future of Kosovo and Besa Kabashi-Ramaj from the Democratic Party of Kosovo, demanded transparency for the Security Fund.

"Where is the Security Fund? Five years have passed," Kabashi-Ramaj asked, adding that all countries have public funds for security and defense. "Only funds for secret operations have the right to be kept secret," she added.

"You have never given an account for the Security Fund, so much has been accumulated on the market and this is where it was destined. This has never happened! That fund has even disappeared, it is not known where it is" - criticized Isufi, on the other hand.

But Enver Dugolli from the Vetëvendosje Movement, which is in power as the incumbent government, has justified the lack of transparency regarding this fund. "According to the legislation, that fund is regulated as secret, and neither I nor you have access to it... The government has classified it as classified information... Those funds go to the destination for which they were given by the citizens," Dugolli declared.

Anton Çuni from the Democratic League of Kosovo disagrees with this. He emphasizes that in armies that are subject to civilian and democratic control, only the manner and time of action are kept secret. “Secret funds are the nature of states led by dictators. If we claim to be part of NATO, everything would have to be declared, monitored, transparent and accountable,” said Anton Çuni.

The 2023 Law on the Protection of Classified Information determines that the categories of classified information also include: projects, plans, systems or operations related to the protection and security of the Constitutional order of the Republic of Kosovo; systems, installations, infrastructure, projects, plans or defense services related to the security interests of the Republic of Kosovo; scientific, technological, economic, financial activities related to the security interests of the Republic of Kosovo.

There is no public data on the Kosovo Security Fund, except for the space within the e-Kosova platform through which citizens can make donations that go to this Fund.

On 01.03.2022, when the Security Fund was established, Kosovo Prime Minister Albin Kurti wrote that the Fund was established in accordance with the needs of the Kosovo Security Force, the situation, and after consultations with international partners.

“The collected financial resources are intended to be used in accordance with the state security strategy of the Republic of Kosovo, which is expected to be approved by the Government of the Republic of Kosovo,” Kurti wrote. The fund, as he said, would be used exclusively for the purpose determined by the government. During the time of peaceful resistance in the 90s, the 3 Percent Fund was created, while during the war period, the “Homeland Calls” Fund was also created. The manner in which the money poured into these two funds was used has been continuously accompanied by suspicions of their misuse.
