The Electoral Complaints and Appeals Panel (ECAP) has rejected as untimely the appeal of the Vetëvendosje Movement for the cancellation and repetition of voting abroad.

According to the ECAP decision, LVV had claimed that on March 5, 2025, during the conclusion of the vote counting and recount, its observers and commissioners had found numerous irregularities.

In the complaint submitted, LVV pointed out that around 1,700 people on the list of overseas voters were registered with e-mail addresses used more than four times, in some cases up to 22 times.


ECAP has clarified that the complaint was declared untimely, as LVV had the opportunity to present this concern at the moment it had ascertained the violation.

Also, regarding the voter list, ECAP emphasizes that LVV has not submitted any complaints since its certification in January, thus missing the legal deadlines.

Meanwhile, on March 4, 2025, the Central Election Commission (CEC) completed the counting of votes received by mail from outside Kosovo.

According to data published on the official platform, the results show that Vetëvendosje received the majority of votes from the diaspora with 51.57% (31,963 votes), followed by LDK with 30.55% (18,933 votes), PDK with 9.48% (5,878 votes) and the AAK-Nisma coalition with 3.23% (2,000 votes).

Voting from the diaspora is carried out in two forms: by mail and by physical voting at embassies and consulates.

Of the 104,924 citizens registered to vote abroad, 84,600 have chosen to vote by mail, while 20,324 have chosen to vote in person at diplomatic missions.

The parliamentary elections of February 9, 2025 were the sixth since the declaration of Kosovo's Independence on February 17, 2008.
