The Special Prosecution Office Against Corruption and Organized Crime has completed the investigations and sent three people to trial. They are the former director of prisons Agim Ismaili and two officials Arnold Rrokaj, Zambak Gjoni. They are accused of having unauthorized access to SPAK systems and having intercepted and distributed confidential investigative materials to third parties, writes A2 CNN.

According to SPAK, Arnold Rrokaj was the person who provided illegal access to the investigative data, while Zambak Gjoni and Agim Ismaili helped disseminate it. Rrokaj and Gjoni were arrested immediately after the case was discovered, preventing further distribution of the materials, while Ismaili is being investigated at large.


All three are accused of criminal offenses related to computer crime and the activity of a structured criminal group. SPAK emphasizes that the investigations revealed deliberate attempts to deepen the illegal interception of the Special Prosecution's systems.

SPAK sends for trial the proceedings regarding the hacking of the Special Prosecution Office

The Special Prosecution Office against Corruption and Organized Crime completed the investigations and has sent to the Special Court of First Instance the request for the trial of criminal proceedings no. 277/1/1 dated 02.07.2025 against the defendants:

Arnold Rrokaj investigated with the security measure "Arrest in prison" and charged with the criminal offenses "Unauthorized computer access", paragraph two and "Illegal interception of computer data", paragraph two, committed in the special form of cooperation with the structured criminal group, "Structured criminal group", "Commitment of criminal offenses by a criminal organization and a structured criminal group", provided for by articles 192/b paragraph 2, 293/a paragraph 2, 28/4, 333/a and 334 of the Criminal Code;

Zambak Gjoni investigated with the security measure "Arrest in prison" and charged with the criminal offenses "Illegal interception of computer data", second paragraph, committed in the special form of cooperation, that of a structured criminal group, "Structured criminal group", "Commitment of criminal offenses by a criminal organization and a structured criminal group", provided for by articles 293/a paragraph 2, 28/4, 333/a and 334 of the Criminal Code;

Agim Ismaili investigated at large and charged with the criminal offenses "Illegal interception of computer data", second paragraph, committed in the special form of cooperation, that of a structured criminal group, "Structured criminal group", "Commitment of criminal offenses by a criminal organization and a structured criminal group", provided for by articles 293/a paragraph 2, 28/4, 333/a and 334 of the Criminal Code;

Defendant Arnold Rrokaj, unauthorizedly accessed investigative materials of the Special Prosecution Office against Corruption and Organized Crime, part of which was illegally sent to the defendants, Zambak Gjoni and Agim Ismaili, who then distributed them to third parties.

Citizens Zambak Gjoni and Arnold Rrokaj were identified quickly (within 24 hours) and immediately arrested, thus preventing further dissemination of investigative materials.

As a result of numerous investigative actions and their analysis, the charges were expanded to include the criminal offense of illegal interception of computer data against the citizen, Agim Ismaili, who, after becoming familiar with the content of this data, distributed it further, but also consciously sought to deepen the illegal interception of the Special Prosecution's systems, seeking to find data on various persons.
