Albania's borders and the fiery debate about them have their beginnings since the Congress of Berlin and the Conference of Ambassadors in London.

Albania was shrunk to its four sides by the Great Powers. Even after the two world wars, the attention of the great was again on the Albanian borders, transformed at that time into a theater of local hostilities.

After the agreement of the then Albanian government, with the fear that the borders of 1913 were endangered due to secret treaties, the international commissions started the work in the field, this time with another goal according to historians.


"Two states from Austria-Hungary and from Italy, which had made a division of labor between them. Austria-Hungary would deal with the northern borders of Albania, while Italy with the southern borders", says the historian Pëllumb Xhufi.

"This is the reason that almost half of the Albanian territories remained outside the borders of Albania and almost half of the Albanian population was separated from the native tribe, from the Albanians of official Albania", says historian Xenofon Krisafi.
