We have just entered the very important stage of the pre-election electoral campaign, as one of the most important moments for Albanian democracy. I believe that three and a half decades have passed and a valuable synthetic experience has been created to change some things for the better in the old empirical typology of past campaigns. I think that from now on it is necessary to think and at the same time reflect deeply in order to overcome the anachronistic archaism of monotonous, linear, monochrome, phrasing campaigns, with a lot of "straw" and little wheat.
Politically and sociologically, it is imperative that, unlike the conflicting dichotomy of the pre-election campaigns, evaluated narrowly and mechanically only and simply as a "struggle for power", this important pre-election stage is a momentum of strategic importance for the quality of the elections and the formulation of " political will" of citizens as sovereign voters.
The problem is, are the political parties thinking creatively, what will be the forms of political communication in this campaign, what new things will the mass and capillary electoral dialogue bring, in the contacts with social or personalized groups. In modern political science, the idea has been revised and the concept of building electoral elections is being elaborated, through a synthesized "orchestration" between the basic political and pedagogical direction on the one hand and intensive penetration through all the capacities and diverse forms of digital information technology. We live in the times of the creation of new structures of social connection and electoral communication, because between man, society and politics a great network of electronic political socialization has been created. I believe that nowadays our political reality, in which the electorate is being fractured, should be evaluated sociologically.
He has become resistant to the demagoguery of politicians, distrustful of politics in general and our political class in particular. This social situation has put politics in front of many dilemmas and natural crises of connection and communication with people. Be they hardened militants or skeptical citizens, blind political believers or classic indifferents, engaged or marginalized, young or old.
Under these conditions, the truth must be appreciated that in the conditions of a society with vulnerable communities and public social fractures, it is imperative that political parties put new social and political instruments into motion in an integrated manner. This is necessarily connected with a complex of factors, political, technical, technological instruments, which must be recognized and put into operation for electoral communication. Now is the time for the political parties to prepare, to put the political and media, logistical, aesthetic and propaganda "infrastructure machinery" to work. Personally, I think that in these elections, complicated problems of electoral sociology will certainly appear, related to the quality of "technology" and the substance of political and electoral communication, which are apparently "technical" factors, but which act in a compact manner and have their social and sociological impact, I believe in the determining dimension to make this campaign free, deliberative, reasonable, discursive and democratic for public opinion.
In fact, the electoral sociology of these 34 years has not brought any major changes in the typology or implementation schemes of electoral campaigns. In general, a traditionally calcified model has been applied as a typology of the old electoral machinery and actors with empirical political knowledge, accompanied by empty narratives and apparently harsh dialogues, but without the right creative and mind-blowing substance. In general, so far campaign creators and politicians as actors of this "political game" have generally paid more attention to the spectacular side as a political simulation, as a public image, to the empirical and quantitative side of electoral ties and less importance to the qualitative side.
In our campaigns, citizens often face politicians who have ideas, they stand in solidarity in the "crowd" with some empirical people who use political militancy for individual pragmatic purposes or as a mask to hide "pious ignorance", since not a few of them are simply "artisans" of collecting votes as a quantity, regardless of the quality of the process or the post-electoral political effects. In the sociological synthetic evaluation, I think that in general the pre-campaigns, campaigns and elections, especially the parliamentary ones, have suffered from many ontological deficiencies and simplifying conceptual defects in the use of the complex electoral machine. The conception and realization of the elections, despite all the efforts for appearance, spectacularism and technologism, have been simplistic and bureaucratic to a considerable extent.
I believe that now the electoral campaign must fundamentally change, because today we live in a modern, globalized and digitized society, in which technological resources, tools and ways of intense political communication have been added. So Albanian politics has begun to understand that it must combine "video politics" or communication through traditional media such as the press, radio and television, as well-known forms of direct electoral meeting or "at a new, high quality level". eye to eye".
It seems that preparations are being made for an "electoral revolution" and political parties and politicians have begun to think about how to use the superiority of influence, persuasion or why not virtual electoral manipulation, through social networks or its various forms. Sociologically, we are in front of the phenomenon of the integrated campaign alliance, with the new effects and advantages of the digitalization of political communication. A social phenomenon that does not appear only in our electoral campaigns. On the contrary, it is a global phenomenon, which in the conditions of the liberal society and the individualistic tendencies of the citizen as a voter, as part of the political and public sphere, increasingly fragmented, is turning electoral campaigns from political battles to cyber and electronic digital battles with external effects. More than politicians, lately IT specialists, electronic engineers, directors and screenwriters, stage architects and virtual scenographers get more value and importance during campaigns.
The transformation of the "electoral battle" into a "cyber battle" or "electronic duel" is a sociological and technical phenomenon, which apparently will appear more complete and sophisticated in these May 2024 elections. Today these forms have become organic parts and natural electoral strategies, accepted for political developments in modern society, globally certified as intensive instruments that can be used successfully during political campaigns. But, on the other hand, in addition to the superiority of fast, "immediate" and "immediate" communication, the other side of the coin must be accepted, since these aspects of formal superiority, technical acceleration of communication, embellishments and simulacra of aesthetic images , have always implied not only communication, but also the dangers of manipulation. All with a common electoral goal: attracting voters to the ballot boxes.
I don't know how influential the digital communication will be in these elections. But, making sociological comparisons, of the politically influential difference of classic media from the virtual power of social communication networks, beyond the quality of the offers, it is necessary to see and assess sociologically how much they will influence and change the level of political influence and social reflection in the citizen as a voter. Next year's campaign, I believe, will be completely new, in terms of methods, modules and forms of electoral communication.
But, I definitely believe that in these political elections we will have new phenomena, phenomena and facts, due to the indisputable influence that digital media and social networks will have, surely bringing profound changes and transformations in the sphere of influence in the public political sphere. It is a new phenomenon of this century, which has no possibility of not having interference, and not being accompanied by repercussions, which cannot be calculated either with the classical electoral logic of political communication, or with that of traditional media. I am not sure about the amount, but I am sure that digital communication will have its own effects in the next elections. Of course, on the condition that we do not reduce the campaign to "electoral gestures" with external effects. Or as the former president of France, Nicolas Sarkozy, said "in the electoral battle of electronic engineers".
