Forensic expert William Goodwin begins his testimony in the case of former KLA leaders

In the Specialized Chambers of Kosovo, (DhSK) in The Hague, the 111th witness of the Specialized Prosecutor's Office (SPO), the forensic expert, William Goodwin (who holds the code W04875), has begun testifying in the trial against Hashim Thaçit, Kadri Veselit, Rexhep Selim and Jakup Krasniqi.

The witness stated that he prepared a report on September 22, 2021 and according to him, this report included his independent opinion on the questions that the ZPS put to him in the guidance letter together with the relevant documents that he received on July 30, 2021.

According to prosecutor James Pace, this is a DNA report on a person whose name was not released in open court. As a result, the prosecutor read a part of this witness's report, "Oath of Justice" reports.


“Your report states that the DNA profile is encrypted which limits the possibility of full review. However, based on the family members that are available and the matching leukocytes, the likelihood of a match and the probability of identity appear reasonable," the prosecutor said.

For this, the witness said that there is nothing to change in this part.

The witness affirmed that following the instructions of the ZPS, he prepared another report on March 6, 2023.

Then the witness was presented with a part of the report where, according to the prosecutor, the types of people tested can be seen.

"We see mother, father, wife, daughter, son. Can you tell us how the additional information you are seeing now; mother, father, wife, daughter, son, has any bearing on your assessment in your report?" the prosecutor said.

"In this case they have. We have complete data. We have the mother, the father, who with the missing person can increase the odds enormously. I have a daughter, a son and a wife. So together we can derive a high degree of probability for each of them", answered the witness.

With that, the prosecution ended its questions for the defense teams to continue after the ten-minute break.

It is worth noting that Vesel's defense, represented by lawyer Ann Rowan, said that as far as confidentiality is concerned, all persons related to and connected to the DNA samples are public in the indictment.

“In such circumstances we have proceeded with the assumption that these DNA reports will be named and the references of the samples will be mentioned. So these are public victims in this case and it's not clear whether any of the reports dealing with public victims in these circumstances will be confidential or not," Rowan said, requesting that these reports not be confidential.

According to presiding judge Charles Smith III, the expert's testimony is expected to last a day. Of that time, the prosecution has submitted that it will take one hour, while the defense has submitted about four and a half hours.

It is worth noting that during the beginning of the session there were technical problems in accessing the broadcast. After that, a part of the session lacked translation into Albanian, especially when a part of the report was read

Otherwise, on September 30, 2022, the Office of the Specialized Prosecutor submitted the confirmed and amended indictment against Hashim Thaçi, Kadri Veseli, Jakup Krasniqi and Rexhep Selimi, which consists of ten counts, where the latter are charged with war crimes and crimes against humanity.

On April 29, 2022, the Office of the Specialized Prosecutor submitted an amended indictment against Hashim Thaçi, Kadri Veseli, Rexhep Selim and Jakup Krasniqi, where it is claimed that the four accused have also committed war crimes in Gjilan, Budakovo and Semetishte.

On November 9, 2020, in their first appearances, Jakup Krasniqi and Hashim Thaçi pleaded not guilty to the charges against them. Veseli stated the same in his appearance on November 10, as did Rexhep Selimi on November 11.

The indictment against Hashim Thaçi, Kadri Veseli, Rexhep Selimi and Jakup Krasniqi was confirmed on October 26, 2020. /BetimipreDrejteşi/
