Even though Kosovo is not a member of the "INTERPOL" organization, it manages to issue international arrest warrants through the UNMIK office in Kosovo.
This enables people who have committed any eventual crime within the territory of Kosovo to be prosecuted outside it.
However, the law enforcement agencies in Kosovo manage to capture persons who other countries have issued such orders, and who are in Kosovo, in order to extradite them afterwards.
And according to the Ministry of Justice, the number of people who have been extradited to Kosovo is greater.
"19 people were extradited from other countries to Kosovo, while 11 people were extradited from Kosovo to other countries. Also, during the same period last year, we have 21 extraditions carried out, which means that there is an increase in the number of extraditions compared to the same period last year," says the Ministry of Justice.
Lawyer Asdren Bytyqi says that Kosovo has extradition agreements with a certain number of countries.
"Before our law enforcement agencies make any request for extradition, there must first be reports or mutual extradition agreements with those countries, i.e. bilateral agreements for the extradition of those persons and suspects and convicts," says Bytyqi.
Meanwhile, the Kosovo Institute for Justice shows the procedures to be followed by a state in such cases.
"At the moment when the institutions in Kosovo understand that a person who is fleeing from justice is in a certain place, first the prosecutor of the case makes a request for extradition to the competent court, then it directs it to the Ministry of Justice, where these the latter contact the Ministry of Justice of the respective state", said Ehat Miftaraj, Kosovo Institute for Justice.
Kosovo does not have bilateral reports on extradition with some countries, including those of the region, Serbia and Bosnia and Herzegovina, even though there have been requests to the countries./Tv Dukagjini
