Baraliu: Neither the Constitution nor the elections are solutions, parties should give up

Constitutional expert Mazllum Baraliu has commented on recent political developments, evaluating the meeting called by President Vjosa Osmani with the leaders of political parties as a positive step.
Baraliu said that the participation of representatives of the main parties is a constructive signal, but criticized the lack of will for a solution.
According to him, the president has fulfilled her constitutional obligation to guarantee the functioning of institutions.
"It is positive that representatives of the main political parties have written, responded to the president's invitation. And there was a debate there, calm and this is the starting point. Maybe we will see how the president of the country will act in the future, after she also meets with representatives of minority community parties. I think that the meeting with all parties itself is a good occasion, it is a good opportunity and in the end it is the president's constitutional obligation to take care of the progress and good functioning of the institutions. And she has done this. Political entities should reflect, change their strategy. For me, their strategy is no strategy at all. It is an anti-strategy, it is disappointing in the relationship with the citizen...", said Baraliu on RTV Dukagjni's FIVE.
The tendency of the parties to shift responsibility to the president and push her to address the Constitutional Court, according to Baraliu, may delay the process and serve as a means of buying time for some, but in reality it is Kosovo itself that loses from this delay.
Baraliu further added that returning to elections is not a suitable alternative, as the will of the citizens has already been expressed.
"There should be a concession from everyone, because both parties are part of the responsibility. And this has no consequences. The intentions or orientations of the party representatives to put the responsibility and burden on the president to request the Constitutional Court. This may take a long time, it may delay the process, someone may buy time, but Kosovo may lose time. I think that it is really not a solution. Not even going to the elections is a solution. Because the will of the citizen has been tested", added Baraliu. /Dukagjin/
