Clashes in the Public Finance Oversight Committee over the work plan and audit reports

The debate over the work plan and the review of audit reports has caused clashes between MPs in the Public Finance Oversight Committee, where there has been no shortage of ironies among them.
This whole situation became tense when Democratic Party of Kosovo MP Eman Rrahmani requested that an audit report be discussed next week. For this, the opposition insisted that they first have a detailed work plan, KosovaPress reports.
"I believe that next week should be the detailed work plan, what we have to commit to, but we can also decide today that an audit report will be discussed next week, whether it is a certain ministry or a certain enterprise, which absolutely does not hinder the continuous work of the work plan and everything. We will have a ministry come next week to report on the audit report, together with the National Audit Office, as is the practice of the commission. Then the work plan will be shared in continuity," said Rrahmani.
While the chairman of this committee, Arben Mustafa, agreed that the 2024 reports should not remain unreviewed, he raised the issue of their selection.
"I completely agree that the audited reports of 2024 should not pass without being reviewed in this committee. Naturally, the workload will be great when we receive the reports of 2025. But we need to find a way to select which reports we will address. Because it will be impossible to fully address both 2024 and 2025. Perhaps it is good for each MP to take on any report they want to propose for consideration here in the committee, or how we will determine the order of what we will review. It is very important not to leave the reports of 2024 undisputed, but to decide together which ones we will bring and when," said Mustafa.
On the other hand, Vetëvendosje Movement MP Liza Gashi requested that the draft work plan of the commission be approved first.
"I think it is appropriate to initially have a draft work plan. Within the framework of the draft work plan, we should be given the deserved time in order to analyze those reports...20:12 As a new member of this commission, I want to know what lies ahead in terms of processing the material," said Gashi.
While the MP from the Democratic League of Kosovo, Avdullah Hoti, proposed that the work plan be prepared no later than next week, while in the next three months the focus should be on reviewing the
"The first task is to prepare the work plan of the commission, and that no later than next week. Now the report for 2025, they do not come until May or June. So in the next three months we should focus on reviewing the reports of 2024, which have not been reviewed. We may not prolong this, next week in addition to the plan, I think we should review the audit report for the Kosovo budget. All institutions are listed there, and we can then make a selection of which of the audit reports of the institutions we review depending on the opinion given by the NAO", said Hoti.
While the deputies from the position insisted on having a work plan first. According to the deputy, Hysen Durmishi, the work plan should be detailed.
"The work plan must be detailed, otherwise what's the point?" said Durmishi.
MP Artan Asllani also expressed that they should initially have a work plan for the Commission.
"We first need to have a working framework," said Asllani.
Regarding this, MP Rrahmani ironically criticized Asllani for "voting the Kosovo budget without reading it."
"You voted on the Kosovo budget without even reading it. And if you're talking to me here, I have to wait a week to read the audit report, it's ridiculous. Tell me, we don't want next week, we're fine," Rrahmani replied.
Why, Asllani has denied this.
"We did not vote on the budget of the Assembly of the Republic of Kosovo without knowing what we were voting on," Asllani added.
While the ironies from MP Rrahmani continued.
"Why, are you superman or something, you read me the budget for two hours," Rrahmani ironically said.
Further, Gashi called for less protagonism and more analysis of documents.
"Having a work plan, a little less protagonism, and more analysis of documents would help us a lot," she said.
While Mustafa said that "the assembly does not need to be disturbed."
"You are saying that there is no need for protagonism, but because this assembly has no time to waste," Mustafa said.
Gashi insisted on respecting procedures.
"It is very important to respect the procedures, you need to know this part, because as the chair of the commission, you have the duty to be in coordination with the administration," said Gashi.
Until, there was a response to this, Rrahmani.
"I don't think the MP can come and teach us either myself or the administration whether this is a practice of the committee or not. This is the first time I believe that she is part of this committee, and she didn't even bother to come in the reporting. Although I have a positive assessment of the work she has done," said Rrahmani.
According to Mustafa, this is procrastination.
"This is just a joke and I think the assembly doesn't need a joke," Mustafa said.
While, MP Taulant Kelmendi disagreed with this statement.
"I disagree, it's not like that. I don't know what this rush is. Then why didn't you bring the work plan up for discussion today," Kelmendi said.
Meanwhile, Hoti has called on the majority MPs not to repeat the practice of past years, as they are in the majority.
"This commission is led by the opposition. Let's not return to the practices of the past four years. Hykmete Bajrami led this commission, it was not possible for this commission to function due to the majority's overvote," Hoti said.
In the end, Durmishi stated that if there is an emergency, a meeting can be called this week as well, but added that they do not want to present "the arrogance of numbers."
"If you need it for next week, this issue is so urgent from Eman, we will hold a meeting this week and review it next week. We do not want to present the arrogance of numbers here. This work, here is a joke, here are 3 billion euros spent, yes it is true that they were spent, but what is the reason why they were not discussed in this committee. Because there was no willingness from anyone to create the institutions. We can discuss political topics as much as we want, but that citizen out there who is on December 28 has assessed who has caused the delay for this period, he has given everyone their place", said Durmishi.
The next meeting was scheduled for Monday at 10:00, where the committee's work plan is expected to be discussed.
The Public Finance Oversight Committee has approved the initiation of procedures regarding the audit of the annual financial statements of the National Audit Office (NAO).
The initiation of the procedures concerns the audit of the annual financial statements of the NAO for the years 2024, 2025 and 2026.
