Civil society: Kosovo without international agreements, without a government and without a budget

As part of the Anti-Corruption Week 2025, which is organized by the Coalition of Civil Society Organizations, consisting of the Kosovo Institute for Law (IKD), the FOL Movement and the Initiative for Progress (INPO), with the motto "Together Against Corruption", IKL on Tuesday published the promo "Kosovo without an agreement, without a government, without a budget", in which it is emphasized that the country has remained blocked as a result of the failure to form a Government and the failure to constitute an Assembly. Meanwhile, we are already on the eve of the new year and the country is without a budget and without the approval of international agreements.
In the elections of February 9, 2025, 966,283 citizens of the Republic of Kosovo voted.
Citizens trusted political parties to form institutions and govern the country. But this trust did not translate into governance.
Political parties, despite the political weight and power they received from the citizens of Kosovo, failed to translate their votes into good governance and decision-making to promote Kosovo's strategic interests.
Vetëvendosje, as the first party, in the absence of political will and sincere cooperation to form institutions, began with political maneuvers, prolonging the formation of institutions.
She proposed Albulena Haxhiu several times for Speaker of the Assembly, but received only 57 votes. Proposals for Gërvalla, Murat and Nagavac also failed, until in the end Dimal Basha was elected.
Kosovo remained without a constituted Assembly for 179 days, due to the fact that the process was delayed due to the non-implementation of three Constitutional Court judgments.
On June 26, 2025, the Court ordered the constitution within 30 days, but the deadline was missed.
On August 7, it found that the deputies did not implement the Judgment of June 26, 2025, that the Chairman Dehari from LVV did not act in accordance with the Judgment of June 26, and that the Chairman should be elected through open voting.
On October 8, the Court found that the session had not concluded as a result of the failure to elect the Deputy Speaker of the Assembly from among the deputies of the Serbian community.
The failure to implement these decisions kept Kosovo blocked for months.
This deadlock continued in the efforts to form a Government: neither Albin Kurti nor the second candidate, Glauk Konjufca, secured a majority, and the country went to elections.
Now, the citizens are paying the consequences. Without the Assembly, there is no oversight of the Government, there are no new laws, and reforms are halted: justice, the economy, pension and social schemes, as well as public administration.
Meanwhile, the country enters the new year without a budget; RTK remains without funding, with 700 employees without salaries; four municipalities without a budget; the Growth Plan agreements with a risk of over 800 million euros were not voted on; and the agreement with the World Bank remained without approval.
