President Vucic, sitting in a chair opposite US President Donald Trump, resembles a scene of a defendant in front of a judge.

This moment is separated from yesterday's meeting where, with the mediation of the USA, Kosovo and Serbia signed an economic agreement of 16 points.


"After a violent and tragic history and years of failed negotiations, my administration proposed a new way to bridge the divide," Trump said yesterday.

"By focusing on job creation and economic growth, the two countries were able to make real progress in economic cooperation on a wide range of issues," he continued.

Kosovo-Serbia agreement for normalization of economic relations

The main points of the content of the agreement signed by the Kosovar and Serbian sides in Washington:

- Both sides will implement the agreement for the Belgrade-Pristina highway, signed on February 14, 2020.

– Both parties will implement the Belgrade-Prishtina railway agreement signed on February 14, 2020. In addition, both parties will devote themselves to a feasibility study on the possibilities of connecting the Belgrade-Prishtina railway infrastructure with a port in the deep sea in the Adriatic.

– Kosovo (Prishtina) and Serbia (Belgrade) will work with the US International Corporation for Financial Development and EXIM, in memorandums of understanding, to operationalize the following:

– The highway of peace

– The railway connection Prishtina-Merdare

– The railway connection Nis-Prishtina

- Providing finance to support the loans required for small and medium-sized enterprises

– Additional bilateral projects

– Full international presence in Belgrade, Serbia, of the US International Corporation for Financial Development.

- Both sides will open and operationalize the facility at the joint Merdare border crossing point.

- Both sides will join the "mini-Schengen area", announced by Serbia, Albania and North Macedonia in October 2019, and will fully utilize its benefits.

– Both parties will recognize each other's diplomas and professional certificates.

- Both parties will agree to work with the US Department of Energy and other US Government entities in a feasibility study, with the aim of joint use of Lake Ujman, as a safe supplier of water and energy.

- Both sides will multiply their energy sources.

– Both sides will ban the use of 5G equipment, provided by untrusted vendors, in their communications networks. Where such devices already exist, both parties commit to their removal and other mediation efforts in a timely manner.

– Both sides will increase air passenger screening, information sharing between each other and within the overall framework of cooperation with the US in the Balkans, and commit to technological updates, to combat malicious activities, implementing and operationalized US-provided systems for control and information, including: PISCES, APIS, ATS-G and SRTP.

- Both parties pledge to protect and promote religious freedoms, including the resumption of interfaith communication, the protection of religious sites and the implementation of court decisions related to the Serbian Orthodox Church, as well as the continuation of the return of disinherited property from the Holocaust period, as well as Jewish properties that no one claimed.

- Both sides pledge to accelerate efforts to locate and identify the remains of missing persons. Both parties are committed to identifying and implementing long-term and sustainable solutions for refugees and internally displaced persons. Both sides commit to defining a contact point, which will lead these efforts within their respective ministries and coordinate these efforts between Belgrade and Pristina, as well as update the data on the number of cases solved and those that are in process, every year.

- Both sides will work with the 69 countries, which consider homosexuality as a crime, to decriminalize it.

- Both sides pledge to declare Hezbollah a terrorist organization and to fully implement measures to limit Hezbollah's operations and financial activities under their jurisdiction.

- Kosovo (Prishtina) will agree to implement a one-year moratorium, not to seek new membership in international organizations. Serbia (Belgrade) will agree to implement a one-year moratorium on its derecognition campaign and will refrain from official or unofficial requests to any country or international organization not to recognize Kosovo (Pristina) as an independent state. All opt-out agreements will be effective immediately.

- Kosovo (Prishtina) and Israel agree to recognize each other. /tch/
