Baraliu: We are in a national emergency

Mazllum Baraliu, a law professor, spoke about the constitutional solution or political solution regarding the non-constitution of the Kosovo Assembly.
He said that we are in a situation that is a national emergency.
"We are in a national emergency. We have millions and billions of funds waiting to be deposited without any interest or with very low interest rates, to carry out the tasks, projects, and various contracts that the next government would need - and that government yesterday is too late, because it is formed today, tomorrow it will definitely be," he said in critical tones towards the failure to constitute the Kosovo Assembly.
He further said that the Constitutional Court, in addition to the legal-constitutional component, also has a political component, which it takes into account.
"In addition to the legal-constitutional component, the political component – and it takes into account not only ours but also the other – but there must be a measure, and always the essence of the action and decision-making of the Constitutional Court, the main orientation and the main action should be legal, constitutional issues, the violation of constitutionality, legality, human rights, that's all. But also the political treatment of a political situation that causes so many blockades, problems and even to the point of non-existence, in a state of simple agony, anabiosis, puts the state in non-existence – because there are no institutions, no government, no parliament. The presidency itself publicly shows that it is in difficulty – and we know that constitutionally and legally it is in great difficulty, it is even impossible to carry out its functions", he said on the show Five on RTV Dukagjini.
