Six months before President Vjosa Osmani's term expires, parliamentary parties in the Kosovo Assembly have different positions on whether they will support her for a second term.

Despite the fact that the Assembly has not yet been constituted, positive signs have been given by LVV and Alternativa for Osmani, who said weeks ago that she is seriously considering the possibility of re-nomination, while LDK is more reserved in commenting, while PDK and AAK are categorically against her for a second term at the head of the country. Political analysts say that President Osmani does not deserve another five years in the Office of the President.


The mandate of President Vjosa Osmani ends on April 4, 2026. According to the Constitution of Kosovo, a new president must be elected no later than 30 days before the end of the current president's mandate, which means by March 4, 2026. A majority of eighty votes in the Assembly is required to elect the president in the first two rounds. If this is not achieved, then in the third round the president can be elected with 61 votes. Otherwise, the country will go to new early elections.

President Osmani has stated that the decision to run for a second term will be made at the beginning of 2026, taking into account, according to her, the interests of Kosovo.

Vetëvendosje Movement MP Arbër Rexhaj tells KosovaPress that they are friendly and support Vjosa Osmani, but they have not yet discussed within the party whether they will support her for a second term.

In 2021, LVV voted and supported Vjosa Osmani to become president.

"Personally, I voted for Vjosa Osmani, since we ran together then. Naturally, the support of LVV was not lacking, and Ms. Osmani even became president thanks to the support of LVV and in particular Albin Kurti. There are still a few months ahead and of course we will have a discussion within LVV and the parliamentary group on this issue. We are very friendly and strongly support Ms. Osmani, but we will make the decision after a discussion within the structures," he says.

The leader of Alternativa, part of the LVV parliamentary group, Mimoza Kusari-Lila, says that they currently have shared values ​​and orientation with President Vjosa Osmani.

She adds that so far the issue of electing the president has been mentioned in the parliamentary group, but discussions on specific names have not yet officially begun.

"Within the parliamentary group, the discussion has not yet begun. That is, the situation has been mentioned where we will be faced with finding a name, whether for the continuation or the position of the president of the country, but we have not officially started the discussions. I can confirm this, because we have had many discussions with all the meetings of the assembled sessions of the Assembly, we have had continuous meetings of the parliamentary group, together with all the leaders and the three parties. Therefore, for this phase, I can say that the name for this position or the continuation of the mandate of President Osmani has not yet entered into the topic of our joint discussion... I have constantly had correct reports and continue to have them with President Osmani. Of course, we have close cooperation with the Vetëvendosje Movement and the Guxo Party. I think that there are unifying values ​​and a common orientation in how we see the development and advancement of the agenda", declares Kusari-Lila.

On the other hand, LDK MP Alban Zogaj is more reserved about commenting on whether they will support Vjosa Osmani for a second term as president.

He tells KosovaPress that the issue of the president will come very soon, so a political agreement is needed to resolve it.

"I can't comment much. The new president needs '81 votes' in the Kosovo Assembly. So, work and unity are needed. Let's see when that new moment will come, which is not far off. But even for the president of the country and all the country's institutions, a political agreement is needed. Without a political agreement, we cannot have institutions. The institution of the president is very important in this regard," emphasizes Zogaj.

However, the Democratic Party of Kosovo will not vote for Vjosa Osmani as president.

The Secretary General of the PDK, Vlora Çitaku, tells KosovaPress that the institution of the president should be represented more responsibly than it has been represented by Vjosa Osmani.

She adds that there were greater expectations from Osmani, especially in relations with allies and the protection of independent institutions, but according to her, he has not done so.

PDK did not vote for Vjosa Osmani to be elected president even in 2021.

"The Democratic Party of Kosovo did not vote when Ms. Osmani ran last time. We strongly believe that the institution of the President should be represented more responsibly than it has been represented in recent years by Ms. Osmani. To be honest, I had higher expectations personally. I hoped that Ms. Osmani would be more sensitive, especially in Kosovo's relations with allies and in efforts to protect independent institutions," Çitaku emphasizes.

The biggest criticisms of President Osmani's current work are directed at the Alliance for the Future of Kosovo.

According to MP Lahi Brahimaj, President Osmani has not played the role of a unifying person, but has been, as he says, a tool of the current Prime Minister, Albin Kurti.

For these reasons, Brahimaj underlines that under no circumstances will they vote for President Vjosa Osmani to receive a second term.

"No, under no circumstances. She has never played the role of a unifying person until now, as she has always been a tool of Mr. Kurti and has been at his service. She has never been at the service of what she was elected president for," he says.

Meanwhile, political analyst Albinot Maloku tells KosovaPress that President Osmani has ambitions to run for president again, but that according to him, she does not deserve even a single mandate.

"Does she deserve another mandate? I can say with great comfort that she does not. She has not played the role that the Constitution of the country has obligated her to. Does she have the personal will? Of course, she does and she exhibits this will, but I consider that she does not have the opportunity to be re-elected. Political entities do not have a single reason to re-elect her as president after April next year," he says.

Currently, the ninth legislature of the Assembly of Kosovo, resulting from the February 9 elections, has not yet been constituted due to the incompleteness of the Assembly's bodies.

The Constitutional Court issued a notice on September 30 stating that the constitutive session of the Kosovo Assembly, which began on April 15, has not concluded, as the deputy speaker from the Serbian community has not been elected.

The Constitutional Court has ordered the deputies of the Assembly to constitute the ninth legislature within 12 days of the publication of the full judgment, but without specifying the legal consequences if the legislative bodies are not completed.

The Constitutional Court's decision follows a complaint by the Serbian List, the largest Serb party in Kosovo, regarding the separate voting of candidates for deputy presidents of the Assembly from among non-majority communities.
