The impasse continues – 18 attempts at constitution, without success

The Kosovo Assembly has failed to be constituted for the 18th time in a row, three months after the parliamentary elections held on February 9.
Despite calls for institutional unblocking, political parties have not yet reached a consensus on the election of the Speaker of the Assembly.
Lawmakers refused for the 18th time in a row to form a commission to oversee a secret ballot for the new head of the legislative body.
The winning party of the elections, the Vetëvendosje Movement, has continued to nominate Albulena Haxhiu for the position of Speaker of Parliament, but without sufficient support from other parties.
PDK, LDK and AAK have refused to cast their vote for this proposal, seeking a name acceptable to all parties.
The next session will be held after 48 hours.

Basha: It is not our responsibility to fulfill the wishes of other parties
Vetevendosje Movement MP Dimal Basha has said that LDK is conditioning a possible coalition by demanding the inclusion of the Democratic Party of Kosovo (PDK), which is unacceptable for Vetevendosje.
"Kurti has made an offer to the LDK to make an agreement for the Assembly and the Government. But the LDK has refused. I must ask the LDK why they are refusing to come without the PDK. For us it is unacceptable. We reject any offer that includes the PDK," Basha declared.
He also emphasized that the Vetëvendosje Movement will not compromise on the proposed name for Speaker of the Assembly.
Basha also said that it is not their responsibility to fulfill the wishes of political parties. /Telegraph/
"Very private" conversation between Haxhiu and Hasani after the failure of the Assembly session
The Kosovo Assembly has failed to be constituted again in its 18th attempt.
Immediately after the failure of the session, statements by representatives of political parties began.
And while PDK leader Memli Krasniqi was speaking in the Parliament lobby, another conversation was taking place in the Parliament courtyard between MP Nait Hasani and acting minister Albulena Haxhiu, also the LVV's nominee for parliament speaker.
Hasani and Haxhiu discussed for several minutes, while not allowing journalists to approach them, saying that it was a "very private" conversation.

Kadrijaj: The same scenario is being repeated, Haxhiu deserves the "Nobel Prize" for failures
Alliance for the Future of Kosovo (AAK) MP, Time Kadrijaj, has reacted to recent developments in the Kosovo Assembly, making fun of the protracted process of electing the Speaker of the Assembly and criticizing the candidacy of Albulena Haxhiu from the Vetëvendosje Movement.
Kadrijaj, in a statement to the media, said that the situation in the Parliament has turned into a repetition of the same scenario.
"The best thing is to just propose the 'Nobel Prize' for Albulena Haxhiu, even though this award is for adults and successes in a field. And now they propose it for the failures one after another in full session," said Kadrijaj.

Abdixhiku: Incomprehensible that VV cannot achieve a minimum majority
LDK President Lumir Abdixhiku spoke to the media after the repeated failure to constitute the Kosovo Assembly.
Abdixhiku said that Kosovo needs institutions.
"The lack of urgency is truly bad news for the Republic, Kosovo needs institutions, for political actions of the first party," said Abdixhiku.
The leader of the LDK added that it is meaningless that the LVV is not managing to achieve a minimum majority.
"It is incomprehensible that a party with 48 MPs cannot achieve a minimum majority," said Abdixhiku.
Krasniqi: LVV has no will for agreement – it is time for interpretation by the Constitutional Court
PDK Chairman Memli Krasniqi has spoken again after the 18th failure to constitute the Kosovo Assembly.
Krasniqi said that even today it was seen that LVV wants to continue the agony of establishing institutions.
"Today there was the same attempt to postpone these sessions to be held once a week, contrary to the regulations, but the will of the other parties was for this not to happen," said Krasniqi.
Krasniqi said that it would not be wrong at all if we gathered every day, perhaps to put pressure on each other to get out of this situation.

The constitution of the Assembly fails for the 18th time
The constitution of the Kosovo Assembly has failed again.
Even in the 18th session, the voting process to form the Electoral Commission, which would have enabled a secret ballot for the candidate for parliamentary speaker, did not pass, reports the Telegraph.
With 52 votes in favor, one against, and no abstentions, the process for the formation of this Commission passed.
The session was adjourned, to continue after 48 hours, on 21.05.2025 at 11:00. /Telegrafi/
Dehari invites representatives of political parties to consultations
The chairman of the session, Avni Dehari, invited representatives of political parties for consultation before the start of the session.
The discussions are being held in the hall where the session is being held.

Limaj speaks on the next attempt to constitute the Assembly
The chairman of the Social Democratic Initiative, Fatmir Limaj, said that he has not received any invitation from any political party for any political agreement to resolve the political impasse.
Limaj told the media that there is continuing irresponsibility on the part of political forces to sit down and make an agreement, reports the Telegraph.
"There is no serious concrete step, or any invitation from the Initiative. We are ready to give our contribution, but the major political forces have the key to the solution. Even if there are elections tomorrow, these same political forces will be there. The only way for Kosovo as a serious state is through talks and for partners to choose each other."
He said that it has been more than 6 months since the country has not had an effective government.
"The country has needs, we have work to do. Personal and political egos must be put aside," he said. /Telegraph/
Haradinaj: We would vote for Selimi or Bogujevci – changing the procedure is unconstitutional
AAK MP Daut Haradinaj said that no change is expected in today's session.
"It seems the same, as long as there is no agreement then the situation remains the same," said Haradinaj.
He added that as opposition members they said they would vote for Shqipe Selimi or Saranda Bogujevci for speaker of parliament.

Zogaj: Without a change in circumstances, no solution is expected – a serious approach is missing
LDK MP Alban Zogaj said he does not expect any change in today's session of the Kosovo Assembly.
"There can be no changes if there is no change in circumstances. We are not even seeing a serious approach to change anything. As you can see, there is no urgency, we are coming here every 48 hours, this is absurd," said Zogaj.
He added that the idea of these 48-hour sessions is to put pressure on all political parties in order to break the political deadlock.
"It is clear that these sessions are not yielding such a result. We are seeking a serious approach to breaking the political deadlock, and this implies communication between the first party to win the elections and the others. We expect LVV to invite the others as well, we have rejected it because there is a big gap between LDK and LVV," said Zogaj.
Gruda: One name is holding the entire country hostage – the situation is absurd
PDK MP, Përparim Gruda, spoke before the start of the 18th session on the constitution of the Assembly.
Gruda said that today is expected to be the same scenario as in previous sessions.
"I don't expect any change, it will be the same scenario. The party that failed to win an absolute majority has taken the institutions of Kosovo hostage. The Prime Minister and the ministers are in government illegally and in this way they want to hold the Assembly of Kosovo hostage as well," Gruda said.
He added that this situation is absurd.
