Jovan Viqentijevic is one of the main suspects in the terrorist attack carried out in November 2024 on the water canal of the "Ibër-Lepencit" enterprise.

He is turning out to be the person who lit the TNT fuse that exploded in the "Iber-Lepenc" canal.

According to the indictment of the Special Prosecution of the Republic of Kosovo, the defendant had knowledge of the water supply system since it appears that he was employed at the Regional Water Supply System in Ujman.

This is what is written in the SPRK indictment, filed by prosecutor Bekim Kodraliu on 09.12.2025.

On 29.11.2024, a powerful explosion was recorded in the village of Varage, Zubin Potok.

The explosion was recorded in the "Ibër-Lepenc" water canal, which is considered critical infrastructure that serves to supply drinking water to the citizens of Kosovo.

About 20 kilograms of TNT explosives were used for the explosion in this canal.

Prosecutor Kodraliu's file states that this type of explosive, which is for military use, was placed in the canal and caused financial damage as well as drinking water damage to several areas that were supplied through the canal.

The explosion and the damage it caused even endangered the water supply of the Kosovo Energy Corporation's power plants, which also endangered the production of electricity in the country.

The Special Prosecution has filed an indictment against Jovan Viqentijevic, Dragisa Viqentijevic and Igor Dimovic in connection with the terrorist attack with explosives on the "Ibër-Lepenc" canal on 29.11.2024.

According to the Prosecution's indictment, the Viqentijevic brothers are the people who blew up the "Iber-Lepenc" canal by placing a bag of explosives.

The indictment provided by KALLXO states that the Special Prosecution Office, in cooperation with the American FBI, had managed to find evidence that would lead to the arrest of the Viqentijevic brothers.

According to the file, at the time the suspects were arrested, soil that was in the boots of the arrested at that time was taken for examination and a soil sample was taken from the suspects' yard. Soil near the "Ibër-Lepenc" canal was also taken for comparison.

The similarity of the soil, according to the SPRK, proves that the accused were present at the site where the explosion occurred and they were the people who destroyed part of the canal.

But, this finding comes from an international institution, more precisely, the FBI's confirmation that the soil found on the defendants' shoes is the same as the soil that was taken for examination at the site where the explosion occurred.

"The soil from the boots seized in the house of the Viqenjtijevic brothers and in the village of Përvlak in this municipality on 30.11.2024, together with the reference soil samples obtained by Kosovo police experts and the FBI taken at the scene of the crime... From the samples, it is clearly observed that there is no difference between the soil taken from the boots of the defendants Jovan and Dragisha Viqenjtijevic and the soil samples taken at the scene of the crime, more specifically in the "Ibër-Lepenc" canal... which proves that the defendants committed the terrorist act" - states the indictment of the Special Prosecution.

According to the indictment, Jovan and Dragisa Viqentijevic are also accused of illegal possession of weapons.

Meanwhile, the accused of espionage, Jovan Viqentijevic, according to the Prosecution, is part of the Serbian military intelligence service, which, according to the Prosecution, has assisted this service by collecting classified information and documents to use for its illegal activity in Kosovo.

The SPRK file mentions actions that also charge Jovan Viqentijevic with the criminal offense of espionage.

According to the prosecution's file, Jovan Viqentijevic, from an unspecified previous time until 01.12.2024, was part of a foreign intelligence service, in this case the Serbian military intelligence service, with the rank of colonel, and had acted and assisted this service by collecting classified information and documents with the aim of using them during his illegal activity in the territory of Kosovo.

The documents and information that Jovan Viqentijevic allegedly collected are suspected of being provided during visits and meetings he held in Serbia with members of the Serbian Military Intelligence Service using espionage.

The file also mentions a 66-page classified document compiled by KFOR, which the defendant had already obtained through espionage activities. This information obtained by KFOR was for their operational needs in the field, while Viqentijevic, based on the file, had observed American KFOR soldiers.

The file also shows how Viqentijevic had also photographed the Kosovo Special Police Unit base located in Jasenovik in Zubin Potok. With all this information that the file had obtained, it explains that the accused, with the aim of creating a harmful narrative for Kosovo to the international community through a report, had attempted to present the existence of a fictitious organization supposedly for the liberation of Albanian lands called the "National Committee and the Protection of Albanian Lands". According to the Prosecution file, Viqentijevic had also accompanied this with several photographs of senior leaders of the Kosovo Liberation Army.

In the indictment, the Special Prosecution has now included evidence proving how Viqentijevic was recruited by the Serbian military secret service.

He appears in some documents as a military intelligence officer of the Serbian army.

The file also shows how Viqentijevic had compiled a document spreading disinformation and inciting actions against the KFOR presence in Kosovo, stating that he was biased in his mission, allegedly assisting the Kosovo Police Special Units in their activities in the north.

"Friends, if any of you doubt the impartiality of KFOR and that things happened by chance, here is direct proof of how naive you are. Everything was prepared in advance and coordinated with General Biller and the KFOR command. Croatian KFOR helicopters transported ROSU police officers to Jarinje and back. Let it be a lesson to us. Send these photos to all your friends, especially foreigners, journalists, post them on Facebook pages. Let as many people as possible learn about the true background of the events in the north." - this is how the document allegedly made by Viqentijevic is described, which also shows his incriminating actions for the role of operational observer, photographing the protest mass and observing with binoculars.

The Special Prosecution Office has filed an indictment against three people in connection with the explosion in the 'Ibër Lepenci' canal on 29.11.2024.

According to the SPRK announcement, an indictment has been filed against the brothers Dragisa and Jovan Viqentijevic and Igor Dimovic for the criminal offense of espionage, illegal possession of weapons, and endangering the constitutional order by destroying or damaging public installations and equipment.
