The constitution of the Assembly, will the president solve the impasse - analysts speak

The President of Kosovo, Vjosa Osmani, will launch a round of consultations with political parties on May 15, in an effort to unblock the situation and constitute the Assembly of Kosovo, after successive failures in electing the Speaker of the Assembly.

On the show DebatePlus On RTV Dukagjini, political analysts have assessed the situation and the impact that the president's meetings with political leaders may have.

Analyst Sadri Ramabaja described the president's call as a positive step towards resolving the political crisis. According to him, although Osmani does not have the powers to directly resolve this situation, the leaders' willingness to participate in the meetings is an encouraging sign.


"It is not up to her to resolve the situation, but it is a good sign that all the leaders have agreed to meet. There are signs that the MPs will resolve this impasse," declared Ramabaja. He added that there may be MPs who will act differently from the political leaders, who, according to him, have led the country into this crisis.

Ramabaja assessed that President Osmani could play a role in easing tensions through positive pressure on political actors.

On the other hand, analyst Astrit Gashi said he does not expect the crisis to end with new elections, despite the lack of agreement between the parties. He predicted that there will be a drag on the situation, which will ultimately produce a government.

"I don't expect the opposition to have more frequent meetings and will make an agreement after this meeting with the president. But I think we will behave in a way that will not lead us to elections, but in the end will necessarily produce a government," said Gashi.

According to him, the most likely solution is a joint government between the Vetëvendosje Movement and the Democratic Party of Kosovo. "I still think that the government that will be produced from this process will be the VV-PDK one. There is no other way, it has nothing to do with preferences, but there is no other way," he added.

Meanwhile, the main impasse remains the election of the Speaker of the Parliament. The Vetëvendosje Movement, as the winner of the February 9 elections, continues to insist on Albulena Haxhiu's candidacy for Speaker of the Parliament, but she has not managed to secure the necessary majority in any of the votes.

Furthermore, on May 12, the Alliance for the Future of Kosovo (AAK) submitted to the Constitutional Court the issue of changing the voting procedure for the Speaker of the Assembly – from open to secret ballot. This request was also supported by MPs from PDK and LDK, while Vetëvendosje defends the legality and constitutionality of secret ballot.

Despite deep political differences, the leaders of the three opposition parties – PDK, LDK and AAK – have confirmed their participation in the consultations with President Osmani. Vetëvendosje has also announced that it will participate in the meeting.

The president's consultations are expected to be a last chance to unblock the process of constituting the Assembly and avoid a prolonged institutional crisis in the country.
