The Central Election Commission announces that the application period for the registration of voters outside Kosovo to vote in the early elections for the Assembly of Kosovo, which will be held on December 28, 2025, has begun.
During this 11-day period (November 26 – December 6, 2025), all Kosovo citizens living abroad can apply to register as voters outside Kosovo, through (1) the electronic platform https://diaspora.kqz-ks.org or (2) by mail by sending the application to the CEC mailbox in Kosovo.
At the time of registration, voters can individually determine their voting method:
1. to vote physically at one of the diplomatic missions of the Republic of Kosovo;
2. by sending the ballot by post to the CEC mailbox in Kosovo; or
3. by sending the ballot by mail to one of the mailboxes opened by the CEC outside Kosovo.
In case of filling the maximum number of voters in the diplomatic representation, according to the principle of application time, the applicant will be instructed to register for other ways of voting by mail.
The CEC clarifies that this registration period only applies to citizens who want to register to vote outside Kosovo, while to vote at their polling station in Kosovo they do not need to register as voters abroad.
Kosovo citizens who register to vote outside Kosovo will be removed from the Voter List inside Kosovo, which is distributed to polling stations on election day. Therefore, a citizen who registers to vote outside Kosovo will only find his/her name on the Voter List outside Kosovo.
Meanwhile, Kosovo citizens who live abroad and who do not register to vote from outside Kosovo are on the Voters' List within Kosovo, which is distributed to polling stations on election day.
Every citizen of Kosovo with the right to vote, both inside and outside the country, through the electronic platform: https://qv.kqz-ks.org can check the address of the Voting Center where he/she is assigned to vote.
The Central Election Commission encourages all citizens of Kosovo living abroad to exercise their constitutional right to become part of the electoral process in the Republic of Kosovo, first by registering as a voter outside Kosovo and later by voting.
