The Central Election Commission has announced that on Sunday, December 14, 2025, the delivery of ballot packages for postal voting in the early parliamentary elections on December 28, 2025 will begin.

CEC spokesperson, Valmir Elezi, said that the delivery will begin at 10:45.


"I inform you that tomorrow (Sunday, December 14, 2025, at 10:45) the Central Election Commission, through the economic operator, will start sending packages with ballots to voters registered outside Kosovo to vote by mail in the early elections for the Assembly of Kosovo," Elezi announced on 13.12.2025.

According to data from the CEC, the number of Kosovo citizens with the right to vote in this electoral process is 2,076,290 voters.

According to data from the voter list, the number of citizens with the right to vote at polling stations in the Republic of Kosovo is 1,999,205 voters, while the number of citizens registered to vote outside Kosovo is 77,085 voters. This list contains 7,192 voters more than in the local elections held on October 12, 2025.

The electoral process within the country will take place in 948 voting centers, with a total of 2,614 polling stations, of which 910 centers with 2,557 polling stations for regular voting and 38 centers, one for each municipality, with 57 polling stations to enable conditional voting.
