Tendering for multi-million projects begins in wake of EU lifting of punitive measures

After the lifting of the preliminary set of punitive measures by the European Union at the end of last year, totaling around 216 million euros, but also those earlier, the first effects have begun to be noticed.
While there are projects that have already restarted, in a response to TV Dukagjini, the EU emphasized that it aims to unlock another 205 million euros in projects this year.
Saying that they cannot publish the full list at this stage, the EU made a categorization by programs, which includes investments that were launched five years ago under the Instrument for Pre-Accession.
"This will be done in line with the Presidency conclusions on enlargement adopted on December 16, which will allow for the remaining contracting of IPA 2021 (around 17 million euros), IPA 2022 (55.7 million euros) and the contracting of Western Balkans Investment Fund projects (132 million euros)," the response from the European Union states.
This is expected to trigger a new wave of continuation of projects that were held in suspense since June 2023, as a result of measures that former EU High Representative Josep Borrell had called sanctions.
One of the first effects of the measures that were already lifted last year is the tender for wastewater treatment in Gjilan.
This project, worth around 11 million euros, was signed in May 2020 and aims to improve the environment and public health, as well as reduce water pollution.
"Description: supply and installation of approximately 12.5 km of sewage pipes in the urban and rural areas, construction of overflow chambers, and also supply and installation of approximately 3.5 km of pipes for drinking water supply in the area of the new wastewater treatment plant" - Tender Dossier.
On December 16, the EU announced the release of four projects worth a total of 34.6 million euros.
Of these, the largest unblocked project was the one worth 17.6 million euros for doubling the heating capacity in Pristina, which enables the continued expansion of the Termokos network and the connection of around 20 thousand new customers.
