SPAK responds remotely to Rama's criticism of repressive and disproportionate measures

The Special Prosecution Office against Organized Crime and Corruption has reacted for the first time to criticism from Prime Minister Edi Rama, who accused the prosecution of violating standards by abusing the security measure of "prison arrest" for persons under investigation.

In response to the statements of the head of government, SPAK has published a series of data on the criminal cases it is investigating, emphasizing that the security measure "prison arrest" is not applied abusively.

According to SPAK data, investigations were conducted against 2024 people in 629.


Of these, 236 people (37.5%) were investigated under the security measure "arrest with imprisonment", based on Article 238 of the Code of Criminal Procedure.
246 people (39.1%) were investigated at large.
147 people (23.4%) were investigated with other security measures.
Regarding pre-trial detainees, SPAK has also published the report of the General Directorate of Prisons for 2024:

The total number of people in detention is 2,791.
Of these, only 270 people (9.7%) are investigated by SPAK.
The publication of the data as a counter-response by the Special Prosecution Office to accusations of excessive use of the security measure "prison arrest", arguing that its actions are based on the law and criminal justice standards.
