Former Constitutional Court judge Kadri Kryeziu has stated that President Vjosa Osmani should call political parties for a discussion regarding the creation of institutions.
Kryeziu said that Osmani should discuss with the leaders of political parties separately about the creation of institutions, saying that they have constitutional responsibilities.
"The president, in addition to the duties she has, has neutral powers, has executive powers, but is also a factor based on the Constitution and should be at the level of the office. I must call on the political parties to discuss, each separately, and to discuss the creation of institutions, which they have constitutional responsibility for," Kryeziu told RTV21.
Kryeziu, speaking about the constitution of the Assembly, stated that this situation is happening for the first time.
The situation of the constitution of the Assembly, according to him, has a constitutional vacuum.
"These situations that we have now are unprecedented. Situations that are happening for the first time, where there is a constitutional vacuum, because we were unable as one of the drafters of the Constitution of the Republic, to see all these situations," he said.
Regarding the vote for the Speaker of the Assembly, Kryeziu stated that the MP's duty is to vote, adding that it is not implied which person to vote for.
"The Court's judgment in 2014 has nothing to do with this case. It is a completely different case. Among other things, the duties of the deputy are also mentioned. The duty of the deputy is to vote, it does not mean which person to vote for, but he has the right to vote against and abstain", said Kryeziu.
