NATO chief warns: Putin must know nuclear war can never be won

Russian Foreign Minister Sergei Lavrov has repeated Moscow's threats that it could conduct its first nuclear test in more than 30 years.
Lavrov claimed that such a test is "being worked on," after Vladimir Putin ordered the plans to be drawn up.
And this comes after a similar announcement by Donald Trump.
Faced with the latest round of nuclear threats, NATO Secretary General Mark Rutte said that Western governments should openly discuss nuclear deterrence with their citizens.
"When Russia uses dangerous and irresponsible nuclear rhetoric, our citizens should know that there is no reason to panic, because NATO has a strong nuclear deterrent," Rutte said.
"And Putin should know that a nuclear war can never be won and should never be waged," he added.
Rutte said it was important that nuclear deterrence remains "reliable, safe, guaranteed and effective" as the "ultimate guarantee of our security". /Telegraph/
