The Internal Affairs Unit has filed a request to initiate a misdemeanor procedure against the legal entity - the Municipality of Struga and against the responsible person MK (65) from the village of Bixhevë in Struga, due to the offense committed in violation of Article 6, and punishable under Article 11 of the Law on the Use of Municipal Flags in the Republic of North Macedonia.

"The denounced, as organizers of an event on the occasion of Albanian Flag Day, which was held on 28.11.2025 on 'Marshall Tito' Street in Struga, next to the flags of the communities, neither on the stage nor on a part of the promenade of the Black Drini River, have not highlighted and have not placed the state flag of the Republic of North Macedonia, which they were obliged to do by law," the Ministry of Internal Affairs announced.


We recall that yesterday, Prime Minister Hristijan Mickoski harshly criticized the mayor of Struga, Mendi Qyra, for celebrating November 28 only with the Albanian flag.


Mickoski explained that he also sent an SMS message to the mayor of Struga about this matter.

Regarding Qyra, Mickoski concluded his comment by saying that "Unfortunately, there is no chance for a second impression, while the first impression was a disaster."

Today, Qyra acknowledged that Mickoski's remark was about ignoring the state flag, but he said that the action that occurred was an oversight and was not done intentionally.


"In the SMS I received on Flag Day, of course the remark was why it was not the state flag, to which I told him that this happened because I have only been in this position for 15 days and this has always manifested itself in this form and I did not do it on purpose and I believe that this is an omission that will be improved next time... no, he did not present any major concerns, of course he made his remark and it was a short remark and we did not comment on long things," said Qyra.
