The decision of the Pristina Municipal Assembly to approve the List of Public Properties for use for 2026 has been found illegal by the Ministry of Local Government Administration (MLGA).

On 30.12.2025, the Capital City Assembly approved the special list of municipal immovable properties, which are planned to be put into use during 2026.


KALLXO.com, has provided the decision of the MLGA stating that the Ministry on 31.12.2025 had accepted for mandatory review of legality the decision on the preliminary approval of the immovable properties of the municipality.

Meanwhile, on Thursday, 15.01.2026, MLGA assessed that this act is not in accordance with the legal provisions in force.

"The Ministry of Local Government Administration, after reviewing the content of the Municipal act, assesses that the Municipal act is not in accordance with the provisions of the legislation in force" - states the decision issued by the Ministry.

According to the decision, based on the Law on the Allocation and Exchange of Immovable Property of the Municipality, the Municipality of Pristina must publish the general list of immovable properties, as well as the special list of properties planned for allocation for use for the following year by December 31, taking into account the public interest and economic development of the municipality.

Also, according to the MLGA, the list of immovable properties for lease must contain the cadastral data of the property, the purpose, destination, date of publication of the notice and the time period for granting the use of the immovable property.

"Therefore, based on the above, the Municipal Assembly of Pristina must take action and, within the legal deadline of 30 days, review and harmonize the act with the legislation in force," the decision further states.

The voting on this decision in the Pristina Assembly was accompanied by discussions and clashes regarding the clarity of the documentation and transparency of the municipal government regarding the preparation of the special list of immovable properties.

Nora Kelmendi from the Vetëvendosje Movement said that the list submitted by the executive does not meet all legal requirements.

"The submitted documentation lacks the general list of the municipality's immovable properties. We only have a specific list, which in itself is incomplete. According to the law, the Municipality is obliged to publish both lists," said Kelmendi.

Another assemblyman from this party, Egzon Azemi, added criticism about the influence of interest groups.

"Interest groups have taken our mayor under duress, and they are also taking any property under duress. Mayor, prove that you have not been taken advantage of by these interest groups and that in the decisions that are made, you are not their tool," Azemi declared.

Meanwhile, Besa Shahini from PSD emphasized that the lack of a general registry makes it difficult to monitor properties and collect revenues.

According to her, there is massive mismanagement of public property in the Capital and that the damage caused to the municipality is over 200 thousand euros. Meanwhile, the Director of Property, Brahim Mehmetaj, said that the process was carried out according to the law.
