Kraki: Osmani was right, but we must wait for the Constitutional Court to decide whether to dissolve the assembly or not

The MP of the "Guxo List", part of the Vetëvendosje Movement Parliamentary Group, Nezir Kraki, commented on the political situation in Kosovo.
Kraki told Euronews Albania that the current institutional situation is unusual, as according to him the legislative calendar has come into conflict with the presidential calendar, creating a clash of deadlines that do not comply with constitutional provisions. He stressed that the new legislature had very little time available to elect the president, which according to him has led to an institutional vacuum.
He added that President Vjosa Osmani was right when she declared that the country was left without a president due to the inaction of the deputies, as according to him it was the responsibility of the Assembly to ensure the quorum and elect the head of state within the deadline.
The Guxo List MP said that in this situation, the interpretation of the Constitutional Court of Kosovo is necessary to clarify how to proceed, while a decision is also awaited on whether President Vjosa Osmani's request to dissolve the Assembly will enter into force and whether the country will head towards early elections.
"Look, I said earlier in a Facebook post that we are now in a situation that we have not known before. It means that the legislative calendar comes and violates the presidential calendar, without our will or that of President Osmani, and the dates do not match. The constitutional deadlines are not matching and I think that the new legislature only had a few days to elect the president. It means that the 60-day condition that is guaranteed by the Constitution was not met. Therefore, the intervention of the Constitutional Court is absolutely necessary to show us how to act, because in the principles of constitutional law, a time-limited right has no meaning if it is not complete."
"I believe that the Constitutional Court's decision is expected in a few days, if I'm not mistaken, whether the dissolution requested by Mrs. Vjosa Osmani will enter into force and whether there will be early and extraordinary elections. Yes, absolutely. Mrs. Osmani was right when she said that we were left without a president due to the irresponsibility of the deputies. Normally, we deputies were expected to gather there on March 5, make a quorum of 80 or more and have a president, so that on March 6 in the morning we would have a new president or presidents. So in the strict sense of the norms of law, Mrs. Osmani was right, without taking into account and without introducing into the combination the duration of the new legislature, which was too short for the constitutional rights of the parliament and the deputies to be respected," said Kraki.
