The memorandum on energy between Kosovo and North Macedonia, which was signed in November 2024, can be considered a wasted one. This is because its validity was one calendar year, while the governments of both countries, despite waiting for several weeks, were unable to list any results from the memorandum. It also included the possibility of exchanging energy with coal, which could have an impact on reducing imports.

Despite several weeks of waiting, the incumbent Governments of Kosovo and North Macedonia have not been able to show any progress under the memorandum in the energy sector, signed on November 18, 2024.


Choosing to only fulfill the request for access to documents, the Kosovo Ministry of Economy provided the television with the signed document, but did not respond to questions about the actions and eventual results.

On the other hand, despite confirming receipt of the questions on November 18 and saying it would respond "soon", the Ministry of Energy of North Macedonia did not keep its promise.

The agreement turns out to be a waste as no results were mentioned and its validity was one calendar year – so it has already expired.

Furthermore, the memorandum signed by representatives of the governments of the two states had repealed the 2021 one – for cooperation in the energy sector.

"Increasing energy security, affordability and sustainability" were highlighted as the goals of the signing of the document, according to the official announcement.

With the aim of developing a strategic partnership, the memorandum lists five measures on which the parties agreed to work.

The first step was to define cooperation initiatives related to renewable energy sources, efficiency, coal, supply, and the preparation of energy infrastructure projects.

In addition to expertise and information, part of the document was also research into the potential for electricity exchange between the two countries or coal-fired electricity.

Direct electricity exchanges such as those with Albania, or the receipt of energy in exchange for coal, could be influential factors in reducing imports, especially during the winter.
