Kosovo B's problems cause imbalances, KOSTT under European pressure

The European Network of Transmission System Operators for Electricity, ENTSO, did not rule out the possibility of financial penalties against KOSTT, as a result of deviations that resulted in imbalances or distortions in the Continental European synchronized area last month.
Referring to the Connection Agreement, in a response to Dukagjini television's questions sent on January 15, ENSTO itself confirmed this.
“Currently, the Continental European TSOs have an agreement with KOSTT (“Connection Agreement”) that aims to ensure the secure operation of the Kosovo* energy system, while maintaining security in the Continental European Synchronized Zone. In this spirit, based on the Agreement, KOSTT has the obligation to effectively balance its system. In case of non-compliance with this obligation, the Parties to the Agreement have a number of measures at their disposal, including the imposition of a financial penalty, which may be applied depending on the nature and level of the breach of obligations by KOSTT. At this point, the Transmission System Operators of the Continental European Regional Group are closely monitoring the situation and are continuously assessing the need to adopt available measures, when necessary,” the ENTSO-E response states.
In response, ENTSO explained that the collapse of block B1 of the "Kosova B" Thermal Power Plant had caused problems for Transmission System Operators or OSTs in the European network.
"In light of this, on January 12, 2026, one of the power generation units (named TC Kosova B1) within the KOSTT perimeter went out of operation, resulting in a lack of production. As a result, the next day, KOSTT was unable to maintain balance within its network, causing energy imbalance in the system, which negatively affected the interconnection of European TSOs, forcing them to recover these deviations," the reaction continues.
Until the return to production of block B1, on January 14, in order to avoid possible consequences from further deviations, KOSTT applied a regime of reductions in the supply of electricity to citizens.
The problem of deviations and imbalances recurred on January 20th because KESCO had nominated 26% less energy than the actual demand for consumption – causing KOSTT to apply reductions again.
