CEC presents report on final phase of preparations for October 12 elections

The Central Electoral Commission has announced that in the framework of the preparation of the electoral process, information technology equipment has been distributed, such as surveillance cameras for polling stations, Municipal Counting Centers and other materials.
At the beginning of the meeting, the CEC presented the report on the final phase of the preparatory process for the local elections on October 12, KosovaPress reports.
According to the report, the training process for members of the Polling Station Councils for election day has been completed, while today at the Municipal Counting Center in Pristina, training was held with information technology administrators on the use of information technology in the delivery-receipt of election materials and the counting of ballots.
Besnik Buzhala from the Secretariat of the Central Electoral Commission announced that in the framework of the preparation of the electoral process, information technology equipment has been distributed, such as surveillance cameras for polling stations, Municipal Counting Centers and other materials.
"The process of training polling station councils in Kosovo municipalities has been completed. This process began on October 1 and ended on October 8, 2025, where over 12 thousand members and chairmen of polling station councils were trained. Meanwhile, today, at the Municipal Counting Center in Pristina, training was held for information technology administrators engaged in municipalities, including trainers of municipal election commissions. The Secretariat is continuing with the process of transporting the necessary materials that will be used for polling stations and NECs," said Buzhala.
The CEC decided to de-accredit two observer organizations, Youth Development & Corporation – YDC (12 observers) and the Initiative for Progress (7 observers), as these organizations do not have human rights and electoral processes in their statutes.
"On October 1, 2025, the office recommended to the CEC to accredit these observation organizations, but after reviewing their statutes, we noticed that a technical omission was made during the process of evaluating the statutes. We conclude that based on the purpose of these non-governmental organizations and their scope of activity, these two organizations do not deal with human rights and the field related to electoral processes," said Buzhala.
In the next item on the agenda, the CEC decided to approve the operational plan for election day, which plans the organization of the CEC's work and cooperation with various institutions for the smooth conduct of the electoral process.
The CEC also decided to approve the conference plan for election day and the presentation of voter turnout statistics. On election day, the CEC will hold regular conferences, at the following times:
08:00 – First conference: CEC announces the start of the voting process;
11:30 – Second conference: CEC announces citizen participation in the voting until 11:00 and the progress of the electoral process;
15:30 – Third conference: The CEC announces the participation of citizens in the voting until 15:00 and the progress of the electoral process until that time;
19:30 – Fourth conference: The CEC announces the completion of the voting process, its overall progress, citizen participation in the elections, and the start of the counting of ballots;
The CEC will announce in due time the time of the fifth conference, for the publication of the preliminary summary results of the candidates from the mayoral elections and of the political entities from the Municipal Assembly elections.
