The Kosovo Hydrometeorological Institute (KHI) has reacted after the weather forecast made the day before by the manager of the Meteorological Department at the Air Navigation Service Provider (KANS), Sherif Gosalci.

According to the reaction made on the social network Facebook, it is stated that the Hydrometeorological Institute of Kosovo is the only institution that can make such announcements based on the law Law No. 06/L -035 on Hydrometeorological Activities, Article 13 Early warning system for extraordinary hydrometeorological events, Article 28 Issuance of general meteorological and hydrological information.


"Article 9, point 2, among other things, states: The official weather forecast and early warning of possible natural disasters of hydrometeorological origin for the Republic of Kosovo are provided by the IHMK and are the exclusive prerogative of the IHMK. Therefore, any other subject or individual who makes a weather announcement, forecast or warning is initially illegal and then unprofessional and scientifically unjustified," the reaction states.

According to the IHMK, weather forecasting standards include the World Meteorological Organization's (WMO) global rules for data, terminology, and accuracy, with high reliability (80%+) for short-term forecasts (1-3 days) and decreasing accuracy for longer periods, using standardized codes and criteria.

"The National Hydrometeorological Services are the competent institutions for weather observations and Early Warnings. Measuring the main atmospheric elements such as temperature, pressure, wind, humidity, precipitation and cloud cover, using tools such as satellites, radars and ground sensors. Forecasters then analyze these current conditions with weather models and historical patterns to predict future conditions, issuing alerts (watches, warnings, advisories) based on confidence levels and specific risk thresholds," the response states, among other things.
