Governor Ismaili: Artificial intelligence is profoundly affecting the transformation of the financial system

The Central Bank of the Republic of Kosovo (CBK) participated in the conference on the topic "The Age of Artificial Intelligence: Technology as a tool, values as a mission", organized by the Association of Certified Accountants and Auditors of Kosovo (ACAAK).
In his speech, the Governor of the CBK, Ahmet Ismaili, praised the conference as an important initiative to discuss the challenges and opportunities that artificial intelligence (AI) brings to the financial sector. He emphasized that, in addition to the benefits offered by this technology, increased care is needed in the aspects of ethics, data protection and professional integrity.
The use of AI, without adequate controls and oversight, may create risks to the stability of the financial system. These risks are related to the integration of AI into the core functions of institutions, technological developments in generative models, and dependence on a limited number of infrastructure providers.
To address these challenges, he announced that the CBK has advanced the regulatory framework through the Regulation on Information Systems and Cyber Risk Management, as well as strengthened supervisory capacities to ensure sustainable and secure use of advanced technologies.
Also, the CBK has approved the Cybersecurity Strategy for the period 2025–2028, which is in line with the institution's Strategic Plan and aims to strengthen operational capacities and address cyber risks.
In a global perspective, Governor Ismaili mentioned the findings of the European Central Bank, the Basel Committee and the Financial Stability Board, according to which artificial intelligence is profoundly transforming the financial system by improving analysis, decision-making and the efficiency of services, but at the same time requires strengthening the regulatory and ethical framework.
Human judgment, according to him, cannot be replaced, but must be combined with the transformative potential of technology to build a more sustainable, innovative, and reliable financial system.
This conference was attended by representatives of the Tax Administration of Kosovo, the National Audit Office, the Financial Intelligence Unit, public institutions, universities, financial institutions and international experts, who shared experiences and discussed best practices for the use of AI.
The CBK reiterated its commitment to modernizing the legal framework and developing technological infrastructure, advancing innovation and security in the financial sector in cooperation with local and international partners.
