Fourth attempt, what awaits the Assembly on Monday?

Tomorrow's continuation of the constitutive session of the Parliament is expected to be a repeat of the old episode, say political analysts.

According to them, if the Vetëvendosje Movement again proposes Albulena Haxhiu for Speaker of the Parliament, it will not be able to unblock the created impasse.

The fourth attempt to constitute the Assembly, which will take place on Monday, is likely to have the same scenario as previous times.


The session held on Saturday was blocked again, after failing twice in a row to elect the candidate proposed by the Vetëvendosje Movement, Albulena Haxhiu, as Speaker of the Assembly.

According to analyst Afrim Kasolli, the blockage of the constitution of the Assembly will continue.

"I am pessimistic that the situation in the Kosovo Assembly will be unblocked. If this situation continues, this institution will not be able to be constituted in the true sense of the word because it is not considered constituted only with the verification and oath by the deputies, but only when the speaker and the presidency are elected," Kasolli told RTVDukagjin.

Kasolli added that Vetëvendosje, as the winning party of the February 9 elections, is buying time with the created situation.

"The nomination of Albulena Haxhiu was a political experiment just to buy time until a political agreement is found, to secure sufficient numbers to form a government that also needs 61 numbers, just like the speaker of parliament...", he said.

If Albin Kurti's party acts on Monday as it has warned to once again nominate Albulena Haxhiu for parliamentary speaker, the session, according to another analyst, Magbule Shkodra, will be blocked again.

"I believe that this situation cannot be postponed indefinitely, perhaps a maximum of two more times, and an opportunity must definitely be found to address the president, who then, citing the fact that state institutions are being blocked, meaning the formation of state institutions is being blocked, can request interpretation from the Constitutional Court...", said Shkodra.

The Kosovo Democratic Institute (KDI) said that the non-voting of Albulena Haxhiu as Speaker of the Kosovo Assembly shows a lack of political will for compromise.

"KDI calls on all MPs, regardless of political affiliation, to contribute to the successful conclusion of this constitutive session. However, we emphasize that the main responsibility falls on the largest entity in the Assembly, the Vetevendosje Movement, which has the duty to lead the process and do everything required - including political discussions and compromises - to ensure a majority for the election of the Speaker of the Assembly," it said in the reaction.

After two failures, on Saturday, MPs approved the report of the Commission for the Verification of Mandates, while the 120 elected MPs took their oaths.

How did MPs vote for Haxhiu as Speaker?

The proposal for Albulena Haxhiu to take the position of Speaker of Parliament in the ninth legislature received the votes of the Vetëvendosje Movement, all non-Serb minority MPs except Duda Bale and Veton Berisha.

With 57 votes in favor, 20 against and 3 abstentions.

Nenad Rashic, whose party has secured one of the ten seats belonging to representatives of the Serbian community, also voted in favor of electing Haxhiu as parliament speaker.

The elected deputies of the LDK voted against Haxhiu's election, while those of the Social Democratic Initiative abstained.

Meanwhile, PDK, Serbian List and some AAK MPs did not participate in the vote.

AAK leader Ramush Haradinaj left the hall before voting began.
