Former Deputy Minister Mjeku criticizes Përparim Rama: He is blocking the state with the Constitutional Court

Former Deputy Minister of Economy and Innovation, Getoar Mjeku, has reacted sharply to the warning of the Mayor of Pristina, Përparim Rama, who today said that he will send the 2026 Budget Law to the Constitutional Court if the Capital City's budget is ignored in financial allocations.
The doctor called Rama "a blocker of Pristina," accusing him of using the same tactics as those of the opposition parties, LDK and PDK, to block state processes through the Constitutional Court.
According to Mjeku, Rama has failed several times to approve the municipal budget within the deadline and is now trying to "cover up the failures" by aiming to suspend the state's main financial law.
"He warns that he will take the law on budget allocations to the Constitutional Court - blocking the entire state. This is the tactic of his party, LDK, and its sister party PDK," Mjeku wrote.
He accused Rama and the opposition of treating the Constitution as a "barricade against democracy" and the Constitutional Court as a "political tool", recalling that during 2025, several laws were suspended or delayed for months.
The doctor listed a number of laws that, according to him, have been dragged out without reasonable grounds in Court, including the law on the minimum wage, the law on the prices of basic products, and the law on the Sovereign Fund, which has been awaiting evaluation for three years now.
He compared Kosovo to other European countries, emphasizing that nowhere else is the constitutional review delayed for years, nor is it used as a "veto against a government elected by an absolute majority."
Speaking about Pristina, Mjeku said that the city is "being governed irresponsibly" and that "the constitution is not a snooze button, but an alarm for sleepers."
Mayor Rama's warning
Earlier in the day, Mayor Përparim Rama warned that he will send the 2026 Budget Law to the Constitutional Court if the government approves it without including the Capital City budget.
"Pristina is not a side option in the Republic's budget. The capital must not be abandoned," said Rama, warning that he will demand accountability from any central authority that, according to him, abuses its power.
He stressed that he is open to "immediate institutional solutions", but will not remain silent in the face of, as he said, "violations that harm the citizens of Pristina".Telegrafi/
