ESHR: Irregularities in "Lotari", over 70 employees received salaries without going to work

The State Audit Office has found major irregularities in the work of the State Lottery during 2024, while the institution was led by Përparim Bajrami.
As Alsat learns, auditors have found over 70 people who received salaries without going to work and without performing the relevant duties.
In general, the auditors have also found fictitious trips abroad, there is no evidence or proof that certain persons have gone on official trips, for which financial resources have been spent. Irregularities have also been found in public procurement procedures, while in the overall assessment, the auditors have given a negative opinion on the financial reports.
The detailed report is expected to be published next week, while Alsat learns that only the Public Prosecution and the Financial Police have been informed about the abuses found.
So far, based on the evidence obtained, the Ministry of Interior and the Financial Police have filed five criminal reports for misuse, while the Prosecutor's Office has opened an investigation.
Precisely for this reason, the Court had ordered pre-trial detention for Bajram, as well as former Deputy Prime Minister Artan Grubi. But both have been on the run for a year now. The police are seeking them with international arrest warrants, however, apart from the politicians' statements that they are in Albanian territory, neither has been officially located in any country.
In addition to cases of misuse in the State Lottery, the most sensational is the one for the misuse of over 8 million euros. Grubi and Bajrami are suspected of supplying VLT machines worth 8.2 million euros to the needs of four commercial companies for organizing games of chance, Mozzart, Vezuv, 77 Bits and Novomatik that they formed, even though they did not have the right to use them and therefore, the machines were never used. /Alsat
