"A CIA officer was not operating in secret. I shared the name of a CIA officer who was not in secret, who was completely open and available, and who often acts as a liaison between the White House and my staff," Ratcliffe explained.


"This coordination was initially established by the national security advisor to provide a point of contact and would then move to the senior level," he added.

Communications from "higher levels" are classified and transmitted through secure communication systems.

Ratcliffe stressed that the chat on the Signal app "was not intended as a replacement for high-level communications," but was created by Mike Waltz to provide points of contact, and he believes that's what happened.
